Yes, changing your URL can hurt.
In determining the ranking of ads, one of the more important factors Google uses is the history of the url. If you change your url, this history is gone. By losing your history, you lost your ad’s ranking.

Google calculates the postion by the the content in the ad and landing page.If the relevance is high the ad is moved higher in position.
